北京大興新城核心區(qū)概念性城市設(shè)計(jì)方案國(guó)際征集

設(shè)計(jì)單位資格預(yù)審公告

　　一、前言：
　　大興新城核心區(qū)位于北京市大興新城中部。區(qū)域面積約12平方公里，其中主要功能區(qū)面積約1.5平方公里。該區(qū)域地理位置優(yōu)越，自然環(huán)境優(yōu)美，交通便捷，未來將建設(shè)成為北京南部新的宜居城市。
　　為了更好地落實(shí)北京城市總體規(guī)劃和大興新城規(guī)劃的要求，豐富并引導(dǎo)大興新城的規(guī)劃編制，提升大興新城的城市形象、突出城市特色、提高城市建設(shè)標(biāo)準(zhǔn)，現(xiàn)面向國(guó)際征集大興新城核心區(qū)的概念性城市設(shè)計(jì)方案。
　　二、項(xiàng)目簡(jiǎn)介：
　　1、項(xiàng)目名稱：北京大興新城核心區(qū)概念性城市設(shè)計(jì)。
　　2、項(xiàng)目位置：北京市大興區(qū)。
　　3、規(guī)劃面積：約12平方公里，其中主要功能區(qū)約1.5平方公里。

　　七、資格預(yù)審文件的獲得：
　　有意參加本次活動(dòng)的應(yīng)征者可向征集聯(lián)絡(luò)處以傳真或e-mail的形式索取《資格預(yù)審調(diào)查表》。

　　八、資格預(yù)審申請(qǐng)文件的遞交：
　　資格預(yù)審申請(qǐng)文件應(yīng)經(jīng)申請(qǐng)人按資格預(yù)審的要求填寫，準(zhǔn)備完畢后于北京時(shí)間2006年3月22日16:00前親自送達(dá)或郵寄（以寄達(dá)日為準(zhǔn)）至以上征集聯(lián)系處。
逾期抵達(dá)的文件概不受理。

　　九、參加征集的申請(qǐng)程序：
　　1、有意應(yīng)征的設(shè)計(jì)單位應(yīng)按《資格預(yù)審調(diào)查表》所述之要求如實(shí)填寫，并依公告所要求之時(shí)間、方式及地址向征集聯(lián)絡(luò)處提交資格預(yù)審材料一份（可以根據(jù)相關(guān)情況組成設(shè)計(jì)聯(lián)合體參加本次國(guó)際征集活動(dòng)）。
　　2、主辦單位將根據(jù)有意參加征集的設(shè)計(jì)單位的資歷及相關(guān)項(xiàng)目的設(shè)計(jì)經(jīng)驗(yàn)等情況進(jìn)行比較篩選，選出10家左右，正式邀請(qǐng)參加征集，并于3月下旬向其發(fā)出征集邀請(qǐng)函。
　　3、被邀請(qǐng)參加征集的設(shè)計(jì)單位在收到競(jìng)賽邀請(qǐng)函后，如確認(rèn)參加征集，應(yīng)遞交應(yīng)征確認(rèn)函和履約保證金。主辦單位在收到應(yīng)征設(shè)計(jì)單位的應(yīng)征確認(rèn)函和履約保證金后，向應(yīng)征設(shè)計(jì)單位發(fā)送征集文件，組織應(yīng)征單位踏勘現(xiàn)場(chǎng)。
　　4、應(yīng)征方案遞交截止時(shí)間：2006年5月下旬。
　　5、本次征集設(shè)最佳設(shè)計(jì)獎(jiǎng)1名，優(yōu)秀獎(jiǎng)2名。最佳設(shè)計(jì)獎(jiǎng)獎(jiǎng)金為150萬元人民幣，優(yōu)秀獎(jiǎng)獎(jiǎng)金為各70萬元人民幣，未獲獎(jiǎng)設(shè)計(jì)單位支付保本補(bǔ)償金為各25萬元人民幣。

　　十、其它：
　　1、對(duì)于此次資格預(yù)審活動(dòng)，每個(gè)申請(qǐng)人只應(yīng)自己?jiǎn)为?dú)或作為聯(lián)合體的成員來參加參賽資格預(yù)審。
　　2、本次征集活動(dòng)本身及與本次活動(dòng)相關(guān)的文件所適用的法律僅為中華人民共和國(guó)法律。

International Competition for the Concept Urban Design of New Downtown Area of Daxing District, Beijing
Pre-Qualification Assessment Announcement for the Applicants

1. Background 
Located in the center of new downtown area of Daxing District, the Core Area covers the area of 12 sq.km, including the main function area of 1.5sq.km. with the excellent location and natural conditions, this area will be a wonderful place of comfortable living in the south Beijing in the future. 
For the purpose of well implementing the New Master Plan of Beijing and Daxing District, guiding the future plan of Daxing New Downtown Area and rebuilding the new image of Daxing with the new design features and high level construction, we organize the international competition for the concept urban deign of this new area.

7. Procurement of Pre-qualification Documents
The applicants shall contact the Competition Agent for the Pre-Qualification Form by the fax or email.

8. Submission of Pre-qualification Documents
The applicants shall submit the Pre-Qualification Form to the Competition Agent prior to 16:00pm, March 22, 2006 (Beijing Time) by the delivery or the post (post date shall govern). Later submission shall be rejected.

9. Procedures for Application
(1) The intended applicants shall fill in the Pre-qualification Form in Chinese following the relevant requirements and submit one form to the Competition Agent according to the required time, method and address. (Joint applicants will be acceptable) 
(2) The Organizer shall select 10 applicants based on their submitted qualifications and experiences, the Formal Invitation Letter shall be sent to this 10 applicants in the late March.
(3) The invited applicants shall submit the receipt and security to the Agent for the confirmation of participation, and procure the Competition Documents from the Agent, attending the site survey organized by the Agent.
(4) Deadline for Scheme Submission: Later May, 2006
(5) The 1 Best Design Award with the prize of RMB1,500,000(approximate USD187,500) and 2 Honorable Awards with prize of RMB700,000(approximate USD87,500), the Compensation of RMB250,000(approximate USD31,250) for the rest 7 applicants.

10. Others
(1) Each applicant shall participate separately or jointly with the other applicants.
(2) The competition and the related documents shall be interpreted in accordance with the law of People’s Republic of China.
